Pearson Long-term Investment in Facilities and Terminals (LIFT) at Canada’s busiest aviation hub is a visionary capital plan spanning the next decade. This major programme will ensure Toronto is home to one of the greenest, most technologically advanced and passenger-friendly airports in the world.

KEY INFORMATION

Location: Toronto, Canada

Date started: 2023

Completion date: ongoing

Client type: infrastructure

Main capabilities: controls and performance, cost and commercial management, digital, procurement and supply chain, programme advisory, project management

An airport for the future

Toronto Pearson is Canada’s largest airport in terms of total passenger traffic, and North America’s second largest when measured by international traffic. The client’s goal is to build on its status as a vital international gateway and transform itself into the airport of the future.

This involves enhancing the customer experience, prioritising safety and sustainability, supporting its airline partners and developing the regional economy.

To do this, Toronto Pearson is implementing a transformational capital works programme to redevelop its asset portfolio and enhance Toronto Pearson’s infrastructure. The Pearson LIFT programme will see an investment of billions of dollars into the airport through a host of major construction projects, including airfield restoration, the construction of an interim terminal and the renovation of the two existing terminals.

Delivering for the long term

Since April 2023 we have been working with Toronto Pearson on the development and launch of the programme. To date we have supported the client in defining the project’s scope, budget, delivery schedule and risk profile, with additional services including securing governance approvals and stakeholder buy-in, plus procurement and supplier contract management.

Creating and staffing the programme management office (PMO) has been a critical element of our work, and for the next 10 years we will remain part of the PMO, working closely with Toronto Pearson to deliver this transformative programme.

Smart and sustainable values

Sustainable design principles underpin the Pearson LIFT programme. This will future-proof the airport’s facilities to meet evolving industry trends and the expectations of passengers and stakeholders.

The initial LIFT works will focus on modernising the airport’s operational assets, including the construction of high-speed taxi lanes for aircrafts to improve performance, upgrading the airfield’s lighting and control systems, the creation of an interim terminal, and investment in renewable power generation to help achieve net-zero targets.

Having worked with Toronto Pearson for the past 15 years, this latest programme reiterates our shared commitment to sustainable development, with ambitious environmental goals, regional economic growth and social value, which are key to the programme’s outcomes
