Chris Hillier

Chris is based in London and has over forty years’ experience as a chartered engineer in project management teams. His sector specific experience is in energy and power-related major projects worldwide, with over twenty years specialising in dispute resolution and expert witness work.

Chris has acted as an expert in over 70 cases and has been cross examined more than 30 times in both domestic and international arbitrations, including the Technology and Construction Court and the Commercial Court in London. He has been expert witness or witness of fact, along with representation in mediation and as a Dispute Board Member, an adjudicator and as an expert determiner. 

Chris’ expert witness areas include:

He has provided independent advice to clients and contractors on contractual matters related to construction, engineering, procurement, commissioning and project management issues including quantum expert matters. Chris also has expertise in the avoidance or resolution of disputes.

• Hydropower Plant, Brazil – four reports issued as single expert to cover technical, project execution, delay and quantum; expert testimony and hot tub in International Chamber of Commerce Arbitration, São Paulo, Brazil
• Solar Power Plant, Middle East – three reports issued on project execution and technical matters; expert testimony in Switzerland 
• Refinery, South America – project execution and construction expert for over 100 million manhours of construction works and a $4bn dispute; report issued, joint statements issued, expert testimony, Boston, USA 
• Chemical Process Plant, Australia – Mechanical and Electrical  project execution, report issued, expert testimony in International Chamber of Commerce, London, UK 
• Wind Farm, Europe – equipment manufacture and construction, quantum expert, expert report issued, expert testimony under International Chamber of Commerce, Milan, Italy
