Transforming Brazil’s airport network 

Aena, the world’s largest airport operator by passenger volume, won the 2023 concession for Bloco de Onze Aeroportos do Brasil (BOAB), a portfolio of 11 airports across four states. The company is investing BRL4.5bn to modernise terminals and expand airport infrastructure to increase capacity and improve the travel experience. 

At São Paulo–Congonhas, Brazil’s second-busiest airport, the programme includes major terminal reconfiguration and expansion works, alongside improving efficiency, accessibility and environmental performance. Together, these upgrades will strengthen regional connectivity and support economic growth. 

Project story

Providing clarity and control

With projects running across four states, Aena needed a clear way to manage delivery and reduce contratual risk. 

We set up a central Contractual Programme Management Office (PMO), staffed by contract specialists and backed by a technical team with deep aviation experience. Digital tools provide a centralised knowledge hub, streamlining contract management and improving transparency. 

By resolving issues early, we’ve helped cut the value of claims by 74 percent. This proactive approach avoids costly disputes, builds stronger partner relationships and keeps the programme on track. 

A new benchmark for sustainable airport operations in Brazil 

The BOAB programme is designed to deliver lasting benefits beyond capacity and passenger comfort. Aena has committed BRL260m to its Climate Action Plan in Brazil, targeting carbon neutrality by 2035 and net zero by 2040. Measures include transitioning to renewable energy, electrification of vehicle fleets, use of biofuels, modernisation of equipment to improve energy efficiency and incentives for the use of sustainable aviation fuel. 

Alongside the environmental improvements, the programme will strengthen local economies, create jobs and boost tourism across multiple Brazilian states.
